Tasks:

• Ensure overall management and technical aspects in the development and implementation of the project under the direction of the ECOWAS Director of Energy;
• Be responsible for the administrative management, negotiation of contracts, control and technical coordination of the project;

• Supervise all operations related to the project inventory and supervise the construction work in collaboration with the engineer and the project implementation units in the beneficiary states;
• Compliance with World Bank rules, including procurement, financial management, environmental and social management; develop annual work plans, annual budgets, and semi-annual and annual project reports;
• Assist the Director of Energy in the preparation of World Bank supervision missions and Steering Committee meetings;

• Assist the Director of Energy in the control of strict compliance with project management issues in accordance with the management procedures of the PIM and the World Bank;
• The regional coordination of the project in collaboration with the national coordinators;

• On the delegation of the Energy Director of the ECOWAS Commission, act as interface between the Bank and ECOWAS on the one hand, the Bank and the national coordinators on the other hand, and transmit any information to the Director of ECOWAS. Energy;
• Participate in the recruitment of all consultants, including the drafting of terms of reference and budgets; contribute to the pre-selection and evaluation of proposals / qualifications of individual firms / consultants, negotiation and drafting of contracts;
• Ensure that bidding documents and contracts contain all necessary provisions;
• Oversee the performance of contractors in dealing with technical and financial matters; provide corrective action where appropriate;
• Perform any other tasks that may be assigned to it by the ECOWAS Director of Energy
